I have recovered this to submit the Foreign Office draft reply to the Chinese Ambassador. Mr. Wallace and I have been through this draft and I propose to suggest certain small amendments with which I think I need not bother higher authority.
The penultimate paragraph, however, though it is clearly based on our suggestions in 'B' below No.50, does not go as far in supporting the Governor's decision and the subsequent action of the Hong Kong Government. I propose to suggest to the Foreign Office that this paragraph should be revised as in the draft marked 'E'.
I propose also to suggest to the Foreign Office that in the final paragraph the words "the matter is looked at in the proper light in China" should be replaced by the words "they are placed before the public in China". The point here is that there seems to be no reason why we should not ask the Chinese Government to ensure that the facts of the matter are placed before the public in China, seeing that the distortion of the facts seems to be responsible for the demonstrations of anti-British feeling in China.
I have also amended the draft telegram ('c') in the light of the Governor's new telegram at (51), wherein he describes the proposal in question in almost the identical terms used in our draft.
Submitted for approval of draft 'C' and the Foreign Office draft note to the Chinese Ambassador, subject to our suggesting to the Foreign Office the revision of the penultimate paragraph as in draft 'E', the above amendment to the last
paragraph, and the other small amendments indicated in pencil on the draft.
