I have been unable to obtain a copy of S.E.A,C, Directive No. 171/C,A, of 23rd January, 1946. Grateful 1f copy may be forwarded by air mail.

I understand that similar problems have arisen in Singapore and Malayan Union though I have not yet received recommendations from Governors of those territories. Pending decision es to general policy for Far Eastern territories I consider that some system of prior reference should be retained. Meanwhile Government of India might be informed that restoration of pre-war arrangements is under consideration.
