(a)), The categories in para. 5 above do NOT of themselves constitute
priorities. The Colonial office or its representatives will allot passages on priorities within or between theso categories to
e natified from time to time by the Military Administration concorned.
(b) It will be the policy to permit wives of residents to rejoin their
husbands as soon as local conditions and passage facilities permit. Higher priority may be given by the Military Administration to a woman who is recommended for full time work as a nurso, teacher, relief worker, etc. Such priorities cannot be given to children at present but it is hoped that an improvemont in the shipping situation will allow of it in the near futuro.
For FRENCH or NETHERLANDS territories concerned :
(a) Officials, technicians and employees proceeding on duty or for
purposes sponsored by the local authoritics of the territory concerned.
(b) Welfare and canteen workers and persons employed by thom, operating
under agencies accredited to the Allied Forces.
Other persons who can show reasons for entry satisfactory to the territory concerned.

Applications by persons in Great Britain will be made
(a) for British territory, through the COLONIAL OFFICE, and
(b) for Allied territory, through LFSEL through the Military Permit Office,
Persons in the Dominions will apply through the High Commissioner in the Dominion concerned; Persons in other Empire countries will apply through the Colonial Office representative concerned.
Persons in Alliod, Neutral or enemy territories must apply through British/Allied Consular Channels to HQ ALFSEA. (NOTE: except United States citizens sponsored by the state dr War Departments.
See para 11 below).
UNITED STATES CITIZENS
11. (a) Applications by persons in the United States should be made through
the State Department or War Department in WASHINGTON to the United States Liaison Mission to South East Asia Command.
(b) United States Liaison Mission will clear those applications as
directed in paras 12 and 13 bolow.
(c) Applications not so sponsored may be made to authorities set out in para 3 above through the appropriate United States Consulate,
