We have had another enquiry from the

Governor Hong Kong as to the present position of the question of the control of civilian traffic from India to Hong Kong and Malaya. Your letter S.F./94/4/70B.3b. of 28th February 1947 refers. In March 1947 the Governor Hong Kong was told that, "pending a decision as to the general policy for Far Eastern territories, some system of prior reference should be retained; and that meanwhile the Government of India might be informed that restoration of pre-war arrangements was under consideration".

I cannot however find that any further progress in the matter occurred in respect either of Malaya or Hong Kong after Pattersons letter of 8th April was received. I should be grateful for any light you can throw.
