Dear Gibson,

he have now received a reply from Hong Kong to our Top Secret telegram 962 of 8th September a copy of which went to you about Entry of Indians into Hong Kong; and I enclose a copy of the Governor's Savingram No. 113.

The security screening would refer to Communist leanings only and in this the Goverments of India and Pakistan would no doubt be wishing to assist. I should be grateful for confirmation of this and for any other observations you may wish to make.
