substantially the same result would be adhieved if it

were laid down that any Bill for that purpose should

be reserved for the signification of His Majesty's

pleasure, an addition being made to Clause XXVI of

the Royal Instructions if this is thought necessary.

If you agree with this suggestion, I should be glad if

you would consider what form of words would be suitable

to describe the class of Bills to be reserved.
