Subject: Constitutional changes in Hong Kong.
Sir,
With reference to your letter No. Pol 7173/48 dated the 24th March 1948 on the subject mentioned above, I am directed to say that the Government of India are anxious that, in view of the importance which the local Indian community enjoys in the social and economic life of Hong Kong, suitable representation is secured to Indians in the Legislative Council of Hong Kong. As under the present constitutional proposals there is no guarantee that the local Indians will either be elected or nominated to the Legislative Council of Hong Kong the Government of India express the hope that, so long as adult suffrage has not been introduced and the proposed system of indirect election and nomination of members to the Legislative Council of Hong Kong continues, it will be possible for the Governor of Hong Kong to nominate at least one local Indian to the Council.
