I have the honour to refer to your despatch
(12) No. 177 of 15th June, 1948, regarding the nomination
of an Indian to the Legislative Council.
2.
The Indian community in Hong Kong is not suff- iciently numerous to justify the nomination of an Indian to the Legislative Council, the membership of which is, as you know, limited to 17. Provision is however to be made for the representation of the Indian Community on the Municipal Council.
3.
The appropriate clause in the draft legisla- tion provides that at least one Indian candidate, if nominated, must be elected to the Council. consider that a greater representation would be justified.
