We should now consider whether there is anything which ought to be said to Hong Kong about the three draft Ordinances sent to me by Sir Alexander Grantham in his letter of the 17th November, registered as No.122 on 54145/4/47.

These drafts, or at any rate the Municipal Council draft, will of course require amendment in the light of our despatch at No.5 discussing the question of the control to be exercised over the Municipal Council and the Governor's views thereon.
