Future of Hong Kong
With reference to our discussion yesterday,
I enclose a copy of liong Kong telegram No.313 containing the replies which Lord Listowel proposes to make on the above subject at the Press Conference in Hong Kong next Monday, together with the draft of a reply which I am submitting to higher
authority here.
I will telephone you as soon as I have the views of higher authority on this matter. But, time is short (we ought to get the reply off to Hong Kong to-morrow) and I thought that you might like to be considering the matter in the meantime on the basis of the draft which I have put up here.
