Your telegram No. 313 following personal for Lord Listowel from $. of S. Begina.

Your proposed repltes have been discussed with Foreign Office who feel that any statement that is made on those points is bound to be distorted by the Chinese Paras and in the case of the second point would probably lead to the Chinese Government re-opening the question of the termination of the lease with His Majesty's Government at an early debo. Foreign office therefore feal very strongly that it would be advisable for you to refuse to make ang statement and while I appreciate your position, I hope that you will be able to adopt this course. Regret I cannot offer any other advios.
