"I Ng Kwong residing at No 67 Connaught Road, state as

"follows:-

"I have been a contractor and doing work for the "Sanitary Board since 1883. From 1899 to 1901, I was "contractor for the scavenging of the City of Victoria. "From 1902 to 1905, I was the contractor for the "conservancy and scavenging of Yau Mati. From 1903 to "1905, I was also the farmer of the Hung Hom Slaughter "house. I am the scavenging contractor for the present "term from January 1st 1907. I have had long experience "of the work and know it throughly, as I have, off "and on, been in such business for more than 20 years.

"On the 28th December 1906, I was informed by the *Sanitary Board that my tender had been, accepted, and I "started work on January 1st, 1907. I had therefore "only four days to get things ready. When I started "work, I found the Peak district ms very dirty. At the
