These matahed had illegal sumps and they were never
"emptied and the filthy water from these sumps was
"allowed to flow across the vacant lot. I served a
"notice on the occupiers of these sheds to comply with
"the matshed regulations.

No notice was taken. The neighbours were continually
"complaining to me of the bad smell. I continually
"reported to Inspector Lamble the insanitary condition
"of these sumpe, but nothing was done; this went on all
"Bimmer, and until the garden was completed and the
"coolies left.
"3. The mistress (now deceased) of the brothel known as
"the "Kum Son Tong" formerly at No 257 Rollywood hoad,
"told me that she personally paid to Inspector Lamble
"the sum of three hundred dollars per month to allow
"oubicles to remain in her brothel, and in the brothels
"of her friends.
