it was done. It used to be a rule that the Secretary

could not communicate at all with the Inspectors.

I was thinking more of their work as Inspectors. As a 1390

rule the orders, as far as their work is concerned, have

to be given by the M. 0. R. ↑

When I came here first, I had a letter of appointment

from the Governor as Assistant M. 0. H. and I had an

authority from the then existing Board to authorise

prosecutions or toke prosecutions, but those are the

only authorities.

Board may provide for the removal of sick persons, and

so forth. - Under that section, if you wanted to make
