I think it would be much better if you arranged, as
you said, and certain Inspectors had only to do what is usually called Sanitary work, such as overcrowding,
nuisances, &c. while another set of mon entirely occupied themselves with the engineering work, such as structural alterations, which would be brought about by the advice of the M. 0. H. or by the representations of
the Government.

In carrying out the building part of the Ordinance ? Yes, and if it was necessary to report to the Board
that in my opinion a certain building was such as to be
unfit for habitation, and further alterations were required, and after the Board had decided to serve a
notice,
the alterations should be entirely in the

hands of the engineer. At present we do not do that. Our instructors will in the first place draw my attention to some houses, and I go and see them, and if I am justif ied in doing 80, I report to the Board of the nuisancsa - and that notices should be served. The plan will then come in for alteration. The plan will go to the Building Authority, and come down to me. If it is accepted, the Inspectors now have to report to me that the work is complied with. I would like to see special Inspectors, not hose engaged in seeing that scavenging is properly.
