As I said just now, excepting in certain exceptional siroumstances, the Inspector should not send his gang first, unless to wait for hip, and he should not allow the gang to begin operations until he has been there. But dont you know it is a fact that Chinese coolies, as soon as they arrive, go into a house and begin

operations at once

I have nothing to do with the measurements. As M. O. H.

I have something to do with there being proper burial. I instruct the Inspectors, to see that the graves are properly dug, properly interspersed, nothing to do with the laying out of the surface and terraces, or any work

of that kind.
