As M. 0. H. you have no doubt in many instances tɔ 13714 cympathet loally meet the wishes of those who are willing to assist the Board, but I think you will admit that there is still a lot to be done to induce one to report. Dont you agree that a proper body of men should be elected to assist you in plague measures. You have left too much to the Inspectors, and these paople do not always carry out your instructions up to the standard.
That question contains a good many questions, I think.
