As far as I understand, in Singapore, the ganitary
Authority are distinct from the Government. They have
their own staff, a bacteriologist, analyst &c.
They have a bona fide Municipal Council there,? And they

never had anything to do with the P. C. M. O. of the
Colony, excepting in so far as the Board ha ing made
some recommendation or other, then the Government
refers it to the P. C. M. 0.
Exactly in the same way as you refer legal questions to
the attorney general.
How does that work now ?

It seems to work very well. I had the views, not only
of ratepayers, but also of the Medical Officer. Of
course, they have no such compliasted Aot there, as
