If it is going to be a skilled Board in Sanitary matters, a skilled man should be at the head, so as to direct the Board. If it is simply to be what it was in the olden days, we all made our remarks
in a happy go lucky way, and they were circulated, and

you are to have a skilled Board, you want, I think, to have a Medical man at the head of the Board, who would
stick to the Rules and Regulations of the Board, and at the same time, direct in Medical matters, and give the Board his advice in regard to local requirements, as far as Medical matters go. With a layman as President, you still have those extra discussions with regard to the analysis of the Water Supply.
