At the same time, I still rule, Dr Bell being a Government official, is not bound to answer a question,
which practically criticises the Board. The Board is
formed by the Ordinance.
And now His Excellency asks for information as to the amending of that Ordinance, if we think necessary. And I rule that Dr Bell, in view of his peculiar position as a Government official, need not answer
that, unless he wants to do so.
The way in which I should answer it would mean
criticising my Chief, and that I dont want to do,
unless I get an order from the Government.

President of the Board, as well as the M. O. H.
I should say the more Mediɑal men you have on the
Sanitary Board, the better. The only man on the Sanitary Board, who ever studied Sanitary matters is
the Medical man. Noone else has.
