From his Bill. Tis led to Dr Clark writing a minute to the
Barl in which he recommended that the money for measing
ree dollars and for bait One dollar should be deducted
from their wages. This went before the Boant and the Board
approved of it. I was not quite satisfied about it because I
Tell sure it was against the Government regulations and I
grote down a minute to the Oclonial Treasurer and he said
that the system was indefensible and shortly afterwards, I
can't recollect how it arose. but in order to meet the dif
-ficulties of having so many nan fed there and no one being
- inclined to take the responsibility or guarantee the shop
keeper for their Bills, the present system arose that the coolies must be paid in full but that Han Hing should supply
them with food and should be allowed to collect the messing
account on the verandah as soon as the coolies had been paid So that they were puid by Lo Han Kai and Man Hing collected 1828
their three dollars before they went down stairs ?
