very excellent Standing Orders and go through the farce of
getting them agreed to by the Board knowing perfectly well
that the Building Ordinance had already been drafted and in
two days more was to become law and then that would cancel
the Standing Orders ?
At We did not know that the Building Ordinance would be passed
so soon and the Public Health and Building Ordinance would
not invalidate this. It was only when Ordinance 28 of
came into force.

A: Ordinance 23 was not passed until some time later.

As a matter of fact that makes my case stronger. It means that the Bill was law actually, excepting the Governor's signature, almost three days before these orders were issued
