A: No, my idea in connection with 'the matter is that the Secre-

-tary should at least have the right in the perforunce of his duties to get any aport which is ÷cessary for the

there should be no question of.refumal on the part of anyone to send in such a report. But I don't think it is the duty

of the Secretary who is in the office all day long, to exer- -cise any check or supervision over the work of the other officers unless he is directed so to do by the Board or by the administrative head in any particular case. Apparently for instance, take the Veterinary Surgeon, he is sa expert

as far as veterinary knowledge is concerned. The Secretary could not exercise any supervision over the work of the Medical Officer of Heulți, as he is an expert, go far as sani-

-tary matters are concerned. No Secretary could exercise supervision over that. What I do think in the patter -ever is that the Secretary should have free açòwas to any Member of the Sanitary Department, Ihat he should be able to

set any report required by the Board or required by the Becretary hingelf in carrying out his routine corres;molence
