I can't say that because the Principle Civil Medical Officer
is President of the Board of which I am Secretary and he is
head of the Department to which I belong. That I really could
not say.
Is it not the case that in several of the sections of this 107 Ordinance it is distinctly laid down that certain things can
be done by the Secretary ?
