When I submit papers to the President if he wishes me to get
any additional information he can direct me to get that
information, and I must call meetings of the Board by his
directions whether regular meetings or special meetings and
the President can direct me in the first instance to mark
which papers shall be considered confidentially and which
shall be considered at the public meeting. Then again the
President can give me instructions so that the decisions of
the Board can be carried out and given effect to.
