I thank you for secret letter of 20th August on the subject of security and intelligence. believe that my despatch dated 8th September, 1948, in reply to your secret circular despatch of 5th August, covers fully the points you raise. satisfied that the arrangements we have in Hong Kong for collecting, collating and disseminating intelligence are satisfactory. At the same time they avoid the danger of having an organisation that, in order to justify its existence, would produce useless reports and appreciations that would be an unnecessary burden to those whom they were sent.
