The replies to the Secretary of State's secret circular of the 20th August (copies attached) are being handled in the way faid down in No.5, which you will see provides for the eventual preparation of a summary of all the replies for submission to Ministers. You may, however, be interested to see in advance of the summary, any replies of particular importance including those from places where Communism is a considerable influence.
No.3 on this file is now to some extent out-of-date in that, as explained in the preceding minutes, action has been taken to Cover most of the points raised by Sir A. Grantham at the end of that despatch. Nevertheless you may be interested in Sir A.Grantham's appreciation of things as they were ten weeks ago.
