3 and 4 are the Hong Kong replies to the circular despatch and letter of which copies are at 1 and 2. The delay in submission is due, I am afraid, to the argument as to the registration and handling of these replies which has now been settled to the agreement of all parties. The position is adequately summarised in Mr. Morgan's minute of 27.10 and subsequent minutes, but it may be easier to read if I recapitulate. Immediately necessary action has been taken at 7 and 8.
In general, the Governor is
satisfied that, to all outward appearances, there is no immediate menace to Hong Kong. The internal security problem is,
however, closely connected with events in China, and there is no certainty that a sudden deterioration in Hong Kong may not arise from that cause. This factor also affects the loyalty of the Police Force which cannot be fully guaranteed in all circumstances: consequently less than a third are armed. The added share of the internal security commitment thus thrown upon local forces will of course be borne by the H.K.V.D.C. when created. Everything possible to that end has, as you know, been done here, but should there be an unexpected emergency in the immediate future, assistance from outside the Colony might be required.
