I repeat that it is with much reluctance that I have

come to the conclusion that it is not possible for me to comply with Your Excellency's request. I assure you that it will

continue to be my desire to co-operate with Your Excellency

and to meet your wishes to the best of my ability so far as is compatible with the laws of Hong Kong.
