Since His Majesty's Ambassador at Nanking has recently informed me that in the course of a conversation which he had on 6th December, 1946, with the Chinese Minister for Foreign Affairs, the latter raised the question of the collaborators "whose return to China from Hong Kong was being vainly sought by the Chinese Authorities", I am keeping the Ambassador informed of applications for the surrender of collaborators which are made to me and am furnishing him with full details of the case of Mr. Shum wai-yau, including a copy of this despatch.
