your Secret despatch No. 2 of the 6th January,

about the application for the surrender of

Mr. Shum Wai-yau under the terms of the Chinese

Collaborators (Surrender) Ordinance, 1946, and to

express my full agreement with the course you

have adopted.

I very much appreciate, also, the

detailed information you have given me.

2. As Mr. Shum's petition enclosed in your

Secret despatch No. (1/12/1161/46) of the

22nd October has not been formally acknowledged

I would be glad if you would now inform

Mr. Shum Wai-yau that I have received his

petition and have since learnt with satisfaction
