I have the honour to acknowledge receipt of your Secret despatch No. 2 of the 6th January about the application for the surrender of Mr. Shum ŝal-yau under the terms of the Chinese Collaboratore (surrender) Ordinance, 1946, and to thank you for the very detailed information you have given me on this case. I note the

decision you have taken not to make an order for Mr. Shum's gurrender.

2. As Mr.Shum'a petition enclosed in your Secret despatch No.1/12/1161/46 of the

22nd October has not been formally acknowledged, I should be glad if you would now inform him that I received his petition which, in view of the decision not to surrender him, now calls for no action.
