In conclusion I hazard the opinion that it is doubtful whether the extent of the underground activities of the local branch of the Kuomintang is dependent upon, or likely to be controlled by, the personality of the representative of the Central Government. While therefore I am inclined to share the view quoted in paragraph 3 of Sir Mark Young's despatch that Mr. T.W. Kwok is not a very satisfactory person for this post, I wonder whether his ill-defined status has any direct relation to the operations of the Kuomintang organisation. If this presumption is correct, it remains open to doubt whether a change of incumbent would bring about any improvement in this respect, and in any case any suggestion at the present juncture for his replacement is likely to create embarrassment without the certainty of any resultant benefit.
