We would like to suggest a slight rewording of the last sentence of paragraph 4 of the draft despatch as follows:- after the words as an organization" (eighth line from the end) insert the words "so that" and delete the words "with a view to a case being established for its eventual expulsion", and add at the end of the paragraph the words "you may be in a position to establish a clear case for such action". ("Kwantung" should of course be "Kwangtung").
Would you please let us have three copies of the despatch in due course as issued.
