Activities of the Kuomintang

in Hong Kong

In his Top Secret despatch No.13 of the

17th April, 1947, on the subject of the policy to be

adopted by the Hong Kong Government towards the

activities of the Kuomintang in the Colony, Sir Mark Young

expressed the view that no real advantage would be gained

by seeking to persuade the Chinese Government to post to

the Headship of the Kuomintang Branch in Hong Kong a

person who would work in a proper relationship of

subordination to the diplomatic representative of that

Government in Hong Kong; and that in these circumstances,

whilst no means should be neglected of countering the

activities of the Kuomintang in Hong Kong by such

ad hoc measures as might be possible, the only really

satisfactory course would be to adopt as a long-term

objective the expulsion of the Kuomintang from the

Colony. Sir Mark Young therefore proposed that the

Hong Kong Government should concentrate upon the task

of collecting evidence with a view to the expulsion

of the organisation when the case against them is

complete or an emergency demands that such a step be

taken.

2. Sir Mark Young's recommendations have been

carefully studied in conjunction with the Foreign Office,

and account has been taken of the views expressed by

His Majesty's Ambassador in Nanking in the latter's

despatch to the Secretary of State for Foreign Affairs,

No. 214, repeated to Hong Kong by safe hand as No.124,

of the 12th June, 1947. As a result of that study,
