My immediately preceding telegram,
There is some reason to believe that associates of Chu Hok Fan de aire to establish an organ of Chinese Association of Labour and an Office of World Federation of all Unions in Hong Kong, Person named is identical with Chu Hsueh Fan, who formed subject of my telegram No. 1108.
Attempts are also being made by Kuomingtang to (corrupt group ? Corm) an Amalgamated General Workers Union so as to bring all unions in Hong Kong under control of that party and there have been counter moves by anti-Kuomingtang Unions towards a federation in opposite

In none of these cases have any rules and constitutions been submitted to this Government for
approval.
