I intended to apply only to the
Governor's views in paragraphs 4 and 5 of his despatch relating to the attitude to be adopted towards the Kuomintang for the present. I am sorry that I did not make this clear in my minute. have done so in the draft.

On the general question of the expulsion of the Kuomintang from Hong Kong, I should like to express the view that there must be a limit to the licence allowed to the Kuomintang, whatever its affiliations or connections with the governing political party in China. For example, if it is a case of subversive activities, clearly we must contemplate the expulsion of the organisation, after representations to the Chinese Government.
