Please see (1). Chinese claims to
jurisdiction in the Walled City of Kowloon were advanced last year (not for the first time). See in particular (19) on 54145/16/46. At (15) on the same file is a note prepared in this Department setting out the history of this thorny question. At (16) is a similar note prepared in the Foreign Office. The Governor issued an official statement in Hong Kong on 15th September, 1946 (see flagged annexure to (19)). It was felt here, however, that there were objections to this action (in fact no harm appears to have resulted) - see (23) and (24). The issue of (24) was authorised by the Secretary of State.
The course of action now proposed by the Governor (in which the Ambassador has concurred) appears to be in conformity with what is implied in (23) and (24) - viz. avoid if possible public re-opening of the old controversy. It seems desirable to let the Governor know before 11th December that we concur in his proposed action. The Foreign Office have agreed to this. Draft telegram &fremme is attached.
