I have your letter No. 54145/4/46 Pt.II of the 4th February giving an extract from a minute by the Secretary of State on one of your files relating to the rehabilitation and development of Hong Kong.
I presume that, in relation to this Office, you have mainly in mind that delays may occur in connection with the supply of stores and I write at once to assure you that particular attention is paid here to such aspects of our work for all our principals, and if and when delays do occur, they are generally attributable to the acute difficulties and shortages of material which prevail at present. You can rest assured that the necessity for always being "on our toes" in all departments of our work is very much in our minds.
