I am impressed with the admirably practical
suggestion that such vatture as the precise extent
of the transfer of responsibilitie from the
Government to the huntcipel Jouncil and the exact
degree of the council's authority in financial
etters hell be the subject ol dteiled planning
by a Commission which would include representatives
of both Goverment and Council and i agree that so
soon as the public statement referred to below hus
been made preparatory wore eer be boğun by the
