160 I propose to reply to your despatch No. 145 in detail in an open telegram or despatch when the points raised in paragraph 2 above have been settled.
70 I will telegraph separately on the question raised in paragraph 42 of your despatch and also on the suggestion in paragraph 33 that such matters as the precise extent of the transfer of responsibilities from the Government to the Municipal Council and the exact degree of the Council's authority in financial matters shall be the subject of detailed planning by a Commission which would include representatives of both Government and Council.

There seems to be; no reason to defer the public announcement pending settlement of the above questions and details and a draft is contained in my immediately. following telegram, which is in the form of a reply to a Parliamentary question. I should like to be able to make the announcement on Wednesday, March 5th (repeat March 5th) and shall be grateful therefore for early reply to this and the following 'telegram. If, however, replies on details in this telegram will take time please let me have any comments on draft announcement with minimum of delay.
