Dear Kitson,

We sent you officially on the 29th January copies of two despatches from Hong Kong, submitting Proposals for constitutional changes and a copy of a telegram which was sent to the Governor, asking him to review those proposals in the light of certain points which had been raised here during the consideration of the proposals.

I now enclose copies of the Governor's reply to the above telegram and of a telegram which has Teen sent to the Governor, after consideration of that reply, approving the proposals originally put forward by sir mark Young in his despatches for the creation of a Municipal Council constituted on a fully representative basis and for certain modifications in the constitution of the Legislative Council.

I also enclose a copy of the further telegram to Hong Kong No.330 containing the draft of a statement which the Secretary of State proposes to make in the House in regard to these changes.

should be very grateful if you would let me know as early as you can whether the Foreign Office have any comments to offer on this draft.
