4. I have accepted the Governor s views that this represents the best means of carrying out our policy, and I propose to make an announcement of these change in the House at an early date.
5. I attach a draft of the statement which has been proposed for this purpose, and which is under reference to the Governor for any comments on details. I should be glad to know that you agree with the general lines of this statement. I will then show it to the Prime Minister.
