I do not think it at all desirable that Governor should be direct nomination with provisione admitting of challenge to validity. e

It is intended that the Legislative Council should by resolution assign new sources of revenue as the scope of the Council's functions increase, and that thereafter the Municipality will control rate of taxation within those sources,
