About distribution of seats

(point a). It is on this ground that we shall be criticised because of the predominance of Chinese population. idea that this distribution is permanent will cause me considerable criticism. As to (b) I accept the view that there should be no discrimination in the qualification and perhaps the best way is to reduce the period of qualification.

I accept (e) about alternative qualification to property being met by juror qualification i.e. eligibility by knowledge of English. But surely this is inadequate. The restriction on the voting qualification is too great. I share the apprehension expressed and we must stick out on it.
