is in receipt of assistance from His Majesty's Government, the external control exercised over its finances in consequence of that assistance will be applied to the finances of the
Municipality insofar as this may be necessary.
Suggestion will also be made that the word "delegate" is more appropriate than the word "transfer" which is used in your despatch in relation to the functions to be handed over to the Municipality, since it is clearly not the intention that the legislature should surrender certain powers and vest them in the Municipal Council. You may, however,
prefer to substitute the word "delegate" or
delegation" for the word "transfer" wherever used in your despatch in this context, in which case I should not refer to the point in my reply.
XVII. The authority asked for in paragraph 46 will be given with the comment that it is appreciated that this will involve a lot of work and that if you came to the conclusion that additional staff was necessary in order to avoid diverting the existing staff from the immediate and urgent problems of rehabilitation and development I trust that you will not hesitate to submit recommendations.
XVIII. My reply will conclude with a suitable comment on tribute to Hazlerigg in paragraph 47 of your despatch.
