As arranged, I enclose a set of the most ortant items in the recent correspondence on this subject. The enclosures to the main document (Young's Open despatch submitting his detailed proposals) are the only copies we have here and I should be glad to have them back. aro- spares.

e are on the point of sending the China Associ tion's representations on to the Governor. i will let you have a copy of this savingram as soon as it has gone.

You will see from paragraph 45 of Young's despatch that under the proposals as they now stand the Governor is to have an original and a casting vote. I will look further into this point in the light of our discussion yesterday.

I also enclose a note on the China Association which you may find helpful.
