I am sending you the enclosed copy of the telegram we have received from Sir Mark Young in reply to our Secret Savingram No.32 of the 29th April, of which you have already had a copy, on the subject of constitutional change. apologise for the fact that a copy of

Sir Mark Young's telegram No.817 was not sent to you before. If you have any comments on this telegram, we should be very grateful to have them.
I also take this opportunity of saying that we have now received a telegram from MacDougall, informing us that he assumed the Administration of the Colony on the date of Sir Mark Young's departure, namely the 17th May. I am accordingly arranging for the despatch of your two personal telegrams to MacDougall about the A.D.C. and Private Secretary, and the Humber Pullman car.
I wonder if I may trouble you to sign and return to me the enclosed duplicate copy of this letter, as an indication of the safe arrival of the Secret telegram from Hong Kong.
