Constitution.
Points advanced by China Association were without exception carefully considered locally prior to drafting on Sir H. Young's despatch No. 145 of 22nd October, 1946, which appears to answer ther fully. I have nothing of significance to offer.

With regard to the machinery of representation, alternative proposed on China Association was considered on the whole tess likely to result in election truly représentative of the Chinese than ballot box, Though both methods contain undeniable dangers, conclusion was that more safeguaris were available with ballot boxes. I agree strongly with this opinion.
3.
Delay in announcing Constitutional decisions is receiving increasing mention in local press and I would urge early publication of despatches.
