Constitutional changes in Hong Kong

To bring up to date the set or papers you already have about the Constitution, I now enclose for your information copies of the following telegrams :-

Telegram to Hong Kong No.875 of 1st June Telegram from Hong Kong No.946 of 5th June Telegram to Hong Kong io.958 of 16th June Telegram to Hong Kong No.959 of 16th June.

I also enclose a copy of the final draft of the despatch, which incorporates various amendments made as a result of its submission to the Secretary of State. These amendments are indicated in the draft. In addition you will see that paragraph 3(d) of the original draft has been omitted, in view of the suggestion in paragraph 1(c) of our telegram to Hong Kong do.959.

I sent forward with the draft your letter to me of the 10th June, commenting on paragraph 3(a) of the original draft. I think that the paragraph as it now stands meets your objections to some extent. I gather from Young's telegram No.817, of which I believe you have a copy, that it will be acceptable to him.
